I am afraid I don't know. My guess is the plugin got into a partially uninstalled state. I would try to uninstall it completely and then reinstall it.

I had a problem turning off plugin "IP-To-Country" and wordpress management panel has been locked.

I tried to reactivate the plugin but without any success.

Fatal error: Class 'PepakIpToCountry' not found in [...] / themes / spotbase / functions.php on line 263

How you could fix the problem?
